Why is the US urging small business to only use dedicated computers to perform and secure online banking?

The Australian Bankers’ Association says it will not replicate the advice given by the American Bankers’ Association for small business people to use a dedicated computer for online banking, despite online banking attacks becoming more sophisticated.
